Abstract:

The question of equity in international agreements has a wide variety of interpretations and embraces a number of competing principles. The European Union (EU) effort-sharing arrangement for 2013-2020 collaborative greenhouse gas emissions reductions and renewable energy growth is explored for two underlying principles: solidarity and capability. The concepts and mechanisms of the EU effort-sharing arrangement are examined, with particular attention to how well issues of equity are addressed. The EU approach is then considered for its potential application to other country groupings to ascertain whether, and under what specific conditions, it could be adapted. Based on some features of the EU effort-sharing arrangements, a policy process for determining effort-sharing for mitigation is proposed, which allows for specific national circumstances and varying emphases of solidarity and capability.

La question de l'équité dans les accords internationaux peut être interprétée de plusieurs manières et comprend de nombreux principes en concurrence. L'entente de l'Union Européenne (UE) sur le partage de l'effort pour les réductions des émissions de gaz à effet de serre et la croissance des énergies renouvelables sur la période 2013-2020 est explorée en fonction de deux principes sous-jacents : solidarité et aptitude. Les concepts et mécanismes contenus dans l'accord de partage de l'effort de l'UE sont examinés, observant en particulier si les questions d'équité sont bien abordées. La démarche de l'UE est ensuite examinée pour son potentiel d'application à d'autres groupements de pays, de manière à établir si et sous quelles conditions spécifiques pourrait-elle être adoptée. Un procédé politique pour déterminer le partage de l'effort en mitigation est proposé pour certains aspects de la proposition de partage de l'effort de l'UE, qui s'accommoderait à des circonstances nationales spécifiques et des concepts de solidarité et d'aptitude d'importance variable.
